THE COMMON SENSE CONTRACT WITH DISTRICT 6

A Taxpayer Protection Pledge for 2027 and Beyond

I, Conly Brewer, candidate for Fort Worth City Council District 6, recognize that the rising cost of living is the single greatest challenge facing our families.

Families don’t get automatic pay raises when their home value goes up—City Hall shouldn’t either.

For too long, so-called “tax rate cuts” have been quietly canceled out by skyrocketing appraisals, higher utility bills, and hidden fee increases. Today, I am putting my commitment to taxpayers in writing.

I. THE PLEDGE OF FISCAL RESTRAINT

As your City Council representative, I solemnly pledge the following:

NO NEW TAXES

I will vote AGAINST any proposal to introduce new taxes, levies, or assessments of any kind.

NO TAX RATE INCREASES

I will vote AGAINST any increase to existing property or sales tax rates.

NO NEW OR INCREASED FEES
I will vote AGAINST any increase to city fees—including water, solid waste/trash, stormwater, and environmental fees—and AGAINST the creation of any new municipal fees, except where explicitly required by state or federal law and only after all non-tax alternatives have been exhausted.

A FIGHT FOR LOWER TAXES
I will actively advocate for and vote in favor of the No-New-Revenue tax rate so rising property appraisals do not result in a higher tax burden on District 6 homeowners.

II. TRUTH IN BUDGETING

I reject the City Hall shell game where nominal tax cuts are paired with higher utility bills and fees.

I pledge to evaluate every city budget based on the net impact to the average household’s bank account.

If the total cost of living in Fort Worth goes up because of City Hall—whether through taxes, fees, or utility charges—I will vote NO, unless residents receive a clear, measurable offset elsewhere.

III. THE ULTIMATE ACCOUNTABILITY PROVISION

This is not a typical campaign promise. It is a contract.

Trust in government is earned through results, not rhetoric. Therefore:

If I violate any condition of this contract during my term—by voting to raise an existing tax or fee, or by voting to introduce a new one—I hereby pledge that I WILL NOT SEEK RE-ELECTION for any subsequent term.

By signing this contract, I place my political future in the hands of the taxpayers.

My vote belongs to the residents of District 6—not special interests at City Hall.
