Fort Worth doesn’t have a revenue problem—it has a spending problem
Conly Brewer is running for Fort Worth City Council in District 6 to bring common-sense fiscal responsibility, transparency, and accountability back to City Hall.
A resident of District 6, Brewer believes city government should focus on its core responsibilities—safe neighborhoods, reliable infrastructure, responsible budgeting, and protecting taxpayers.
Brewer’s professional career has been built in industries where safety, precision, and disciplined decision-making are essential. He logged more than 8,000 flight hours as a major airline pilot, where every decision affects the safety of passengers and crew. During his airline career he successfully managed two in-flight emergencies, experiences that reinforced the importance of calm leadership and sound judgment under pressure.
After his airline career, Brewer worked as a flight instructor, helping train pilots at advanced levels. Among the pilots he instructed was future NASA astronaut Andrew Feustel during his early aviation training.
Brewer later transitioned to the railroad industry and has spent 16 years working as a traffic controller for a Class I railroad, coordinating train movements and managing complex rail operations. He continues to work in that role today, ensuring the safe and efficient movement of rail traffic across one of the nation’s critical transportation networks.
Brewer believes these experiences shape how he approaches public service: focus on the mission, manage resources responsibly, and make decisions that protect the public.
His campaign centers on a simple principle: Fort Worth should live within its means. With the city’s budget now exceeding $3 billion and an $845 million bond proposal before voters, Brewer has raised concerns about the growing reliance on long-term debt and interest payments that ultimately fall on local taxpayers.
A consistent voice at City Hall, Brewer has spoken at council meetings to advocate for transparency, fiscal discipline, and protecting taxpayers. He has been a vocal opponent of Fort Worth Proposition G, arguing that doubling council salaries moves the city away from the citizen-servant model envisioned in the city charter.
Brewer believes that when the city collects more tax revenue than expected, the surplus should be returned to residents rather than used to expand government spending. His campaign calls for lowering property taxes and giving back excess revenue to the taxpayers who earned it.
He is also advocating for raising the homestead exemption for disabled residents, an issue that is deeply personal to him. Brewer’s wife has been diagnosed with early-onset Alzheimer’s disease, and he believes families facing serious medical challenges should not also face unnecessary property tax burdens. He supports strengthening homestead protections so disabled residents and their families can remain in their homes with greater financial security.
As part of his commitment to accountability, Brewer has signed a District 6 Taxpayer Contract, pledging that he will never vote for a tax or rate increase if elected. If he violates his promise he will not seek re-election.
Brewer has also made a personal pledge regarding compensation. If voters approve the proposed council pay raise and he is elected, he will honor the previous council salary and donate half of his council pay each month to Meals on Wheels of Tarrant County to support seniors in the community.

Strengthen homestead protections and tax relief for disabled residents and families facing serious medical challenges.
Restore Citizen-Servant Government
Protect the Fort Worth charter’s vision of community members serving their city rather than turning council seats into career political offices.
Running a grassroots campaign built on transparency, fiscal discipline, and accountability, Brewer is focused on restoring trust between Fort Worth residents and City Hall while ensuring District 6 taxpayers receive responsible representation.
